The state of New Jersey announced that they would release Hickox from mandatory quarantine after testing negative for the disease, but the tests don’t normally indicate infection in its earlier stages

Military response team getting prepared for U.S. civil Ebola UPDATE

“We actually do have the legal authorities to do this,” a Pentagon spokesman said on Monday, one day after U.S. Defense Secretary Chuck Hagel ordered the U.S. military to form an “expeditionary Ebola support team.”

“This isn’t going to violate Posse Comitatus,” Pentagon spokesman Rear Admiral John Kirby told MSNBC’s “Morning Joe.”

The Posse Comitatus Act of 1878 says the Army (and later, the Air Force) may not be used to “execute the laws” of the United States.

“This is nothing more than potential support, and I stress ‘potential support,’ to civilian medical authorities — if and only if they ask for that,” Kirby said. “But there’s no violation of posse comitatus. The Northern Command commander has the authorities that he needs to get this team ready to go.” More at  CNS

An United States-based emergency Ebola response team is being prepped, the Department of Defense said Sunday.

In response to a request by the Department of Health and Human Services, a 30-person team will be ready to “response quickly, effectively, and safely” should more Ebola cases arise inside the U.S., according to a Pentagon press release.

“Secretary [Chuck] Hagel today ordered his Northern Command Commander, Gen. Chuck Jacoby, to prepare and train a 30-person expeditionary medical support team that could, if required, provide short-notice assistance to civilian medical professionals in the United States,” Pentagon spokesman Rear Adm. John Kirby said in statement.

The team of 20 critical care nurses, five doctors trained in infectious disease and five trainers in infectious disease protocols will be sent to Fort Sam Houston in Texas for up to seven days of training provided by the U.S. Army Medical Research Institute of Infectious Diseases.

Once training is completed, the team will remain in a “prepare to deploy” status for up to 30 days, according to the Defense Department.

The team will not be sent to West Africa or elsewhere overseas, as it is meant only to deal with domestic Ebola-related issues.

KBR’s call for FEMA camp service bids arrives soon after the Senate overwhelmingly passed the National Defense Authorization Act (NDAA) which permits the military to detain and interrogate supposed domestic terror suspects in violation of the Fourth Amendment and Posse Comitatus.

Section 1031 of the NDAA bill declares the whole of the United States as a “battlefield” and allows American citizens to be arrested on U.S. soil and incarcerated in Guantanamo Bay.

A number of civil liberties groups have come out in strong opposition to the legislation, most notably the Japanese American Citizens League (JACL), the nation’s oldest and largest Asian American civil and human rights organization.

In a letter addressed to Congress, S. Floyd Mori, the national director of JACL, said the NDAA is the first time that Congress has scaled back on the protections provided by the Non-Detention Act of 1971. Mori said the legislation, if enacted and put into use, would be reminiscent of the unconstitutional indefinite detention of Japanese Americans during World War II.

National Emergency Centers Act

In 2009, the National Emergency Centers Act or HR 645 was introduced in Congress. It mandates the establishment of “national emergency centers” to be located on military installations for the purpose of providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

In addition to emergencies, the legislation is designed to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse, as Paul Joseph Watson noted in January of 2009. DHS OPENS DOOR TO NEW IMMIGRANTS FROM HAITI, EXTENDS SPECIAL PROTECTIONS FOR HONDURAN, NICARAGUAN IMMIGRANTS

DHS announced a new program to allow thousands, the Miami Herald reported, of Haitians to legally come to the United States.

According to DHS, the Haitian Family Reunification Parole (HFRP) Program will expedite the “family reunification” of U.S. citizens and lawful permanent residents who have family members in Haiti by allowing such immigrants whose family-based visa petitions have already been approved come to the U.S. two years early.

“The rebuilding and development of a safe and economically strong Haiti is a priority for the United States,” Deputy Secretary of Homeland Security Alejandro Mayorkas said in a statement. ”The Haitian Family Reunification Parole program promotes a fundamental underlying goal of our immigration system – family reunification.”

The program will also allow the new immigrants to apply for work permits.

The Dept. of Homeland Security announced Friday that is will be extending Temporary Protected Status to nationals from Honduras and Nicaragua for an additional 18 months and instituting a new program to bring thousands of Haitian immigrants to U.S.

Temporary Protected Status is a designation the DHS secretary may declare for certain foreign countries if “conditions in the country that temporarily prevent the country’s nationals from returning safely, or in certain circumstances, where the country is unable to handle the return of its nationals adequately.”

The status allows the protected nationals — in this case those from Honduras and Nicaragua — to remain and be eligible to work in the United States.

An aide to Sen. Jeff Sessions (R-AL) noted that these re-authorizations and new program is coming at a time when the middle class is struggling, 48 million Americans are in poverty and net unemployment growth in the U.S. has largely gone to immigrants since 2000.

“As numerical context for these executive actions, keep in mind that the Census Bureau reports that total immigration levels have reached a record 41.3 million,” the aide emailed. “Each year, the US issues 1 million green cards to permanent immigrants (largely lesser-skilled), 700,000 guest worker permits, 500,000 foreign students, and 70,000 refugees and asylees.”

CDC and the march towards Martial Law – why we have much to fear

Dallas County Commissioners will hold a special meeting Thursday to declare a disaster over “the potential for widespread or severe damage, injury, loss or threat of life resulting from the Ebola virus.”

Dallas County Judge Clay Jenkins said Dallas County Medical Director Dr. Christopher Perkins will sign a control order that will follow the minimum guidelines outlined by the Centers for Disease Control and Prevention, blocking those being monitored for Ebola symptoms from using public transportation, including buses and airliners.

Try as I may, apparently the so-called “memo” “giving authority” to quarantine U.S. troops for 21 days with explicit details could not be found as reported by CNN. I was interested in reading the “precise procedures.” Why? As we careen down the path towards martial law, and we are doing just that as posted: Martial Law declared in Connecticut over Ebola, Civil Rights suspended indefinitely October 14, 2014, we have to ask Will the CDC activate emergency measures with Ebola outbreak? For those who insist that our tin foil is exploding on top of our heads, let’s look at facts before judgement:

Last month, former FDA official Scott Gottlieb, M.D. wrote in Forbes that the CDC will invoke powers to “hold a healthy person against his will” in the event of an Ebola outbreak, warning that the feds may assume “too much jurisdiction to detain people involuntarily,” leading to “spooky scenarios where people could be detained for long periods, merely on a suspicion they might have been exposed to some pathogen. And forced to submit to certain medical interventions to gain their freedom.”

An executive order signed by President Obama at the end of July also allows for the “apprehension, detention, or conditional release of individuals to prevent the introduction, transmission, or spread of suspected communicable diseases.”

The executive order, titled Revised List of Quarantinable Communicable Diseases, amends executive order 13295, passed by George W. Bush in April 2003, which allows for the, “apprehension, detention, or conditional release of individuals to prevent the introduction, transmission, or spread of suspected communicable diseases.”

The amendment signed by Obama replaces subsection (b) of the original Bush executive order which referred only to SARS.

In addition, under the Model State Emergency Health Powers Act, public health authorities and governors would be given expanded police powers to seize control of communications devices, public and private property, as well as a host of other draconian measures in the event of a public health emergency.

Describing the legislation as a “threat to fundamental rights,” the Heritage Foundation summarized a list of ways the law would be applied in the event of a public health emergency being declared.When the legislation was introduced, the Association of American Physicians and Surgeons warned that it “could turn governors into dictators.” (And that is what has just happened in Connecticut)

U.S. Military Commanders Will Be Able To Quarantine Troops For 21 Days For Ebola Exposure

Washington (CNN) – In an unprecedented move to protect U.S. troops that might be exposed to Ebola, U.S. military commanders are being given the authority to quarantine troops for 21 days at a Defense Department facility where they will be monitored for signs of the disease and treated if they do contract the virus, a Defense Department memo explained.

The memo, which was obtained by CNN, spells out the details of the military’s plan for the first time.
It does not reveal the location of the facility, but one U.S. official said it may be a site in the Washington, D.C. area. The quarantine will apply to troops evacuated from West Africa, if it is determined they have an elevated risk of exposure to Ebola.

The October 10 memo spells out precise procedures for monitoring troops’ exposure and how any problems will be dealt with.

Commanders also will be given the authority to isolate their entire unit in the region for the final 10 days of a deployment if necessary. All troops will be monitored for 21 days after returning from the mission, the memo says.

In July 1995, Burwell (then Sylvia Mathews) was one of several key aides questioned by the Senate Whitewater Committee regarding the death of deputy White House counsel Vince Foster.

Under questioning, Sylvia Mathews and her colleagues denied impeding a police investigation into Foster’s death after his body was found in a northern Virginia park. According to the New York Times, Mathews testified “in laborious detail about what she had found in Mr. Foster’s garbage on the night he died.”

Republicans on the committee found it significant, however, that Ms. Mathews had also managed to retrieve a special bag of garbage containing classified and sensitive papers that was usually destroyed by the Secret Service. The contents of that bag were never examined by anyone to see if Mr. Foster had left anything in it that might shed light on his state of mind.

Ms. Mathews said that she got the bag from the Secret Service and began looking briefly through it, when she discovered that it contained all of the classified garbage from the West Wing.

Doctors Without Borders, meanwhile, said Tuesday that 16 of its staff members have been infected with Ebola and that nine have died. The toll highlights the high risk of caring for Ebola patients even at well-equipped and properly staffed treatment centers. Seattle Times

DALLAS (AP) — A second health care worker at a Dallas hospital who provided care for the first Ebola patient diagnosed in the U.S. has tested positive for the disease, the Texas Department of State Health Services said Wednesday. The department said in a statement that the worker reported a fever Tuesday and was immediately isolated at Texas Health Presbyterian Hospital in Dallas. Health officials said the worker was among those who took care of Thomas Eric Duncan, who was diagnosed with Ebola after coming to the U.S. from Liberia. Duncan died Oct. 8.

The department said a preliminary Ebola test was conducted late Tuesday at a state public health laboratory in Austin, Texas, and came back positive during the night. Confirmatory testing was being conducted at the federal Centers for Disease Control and Prevention in Atlanta.

We knew this was coming. Those of us with the Tin Foil Hats. We warned what was ahead. Isn’t it interesting that Connecticut, a State that has not one case of Ebola is the first State out of the gate? Zero Hedge does a good analysis of the particulars, but most of us already have the drift.

Governor Dan Malloy has declared a Public Health Emergency in Connecticut, authorizing the “isolation of any individual reasonably believed to have been exposed to the Ebola virus.” Simply put, as we noted previously, the State of Public Health Emergency allows bureaucrats to detain and force-vaccinate people without due process – despite not one single case being found in CT.If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.

Translated… as previously noted:

If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.  If government officials believe that you have the virus, federal law allows them to round you up and detain you “for such time and in such manner as may be reasonably necessary.”  In addition, the CDC already has the authority to quarantine healthy Americans if they reasonably believe that they may become sick.  During an outbreak, the government can force you to remain isolated in your own home, or the government may forcibly take you to a treatment facility, a tent city, a sports stadium, an old military base or a camp.  You would not have any choice in the matter.  And you would be forced to endure any medical procedure mandated by the government.  That includes shots, vaccines and the drawing of blood.  During such a scenario, you can scream about your “rights” all that you want, but it won’t do any good.

In case you are tempted to think that I am making this up, I want you to read what federal law actually says.  The following is 42 U.S.C. 264(d).  I have added bold for emphasis…

(1) Regulations prescribed under this section may provide for the apprehension and examination of any individual reasonably believed to be infected with a communicable disease in a qualifying stage and (A) to be moving or about to move from a State to another State; or (B) to be a probable source of infection to individuals who, while infected with such disease in a qualifying stage, will be moving from a State to another State. Such regulations may provide that if upon examination any such individual is found to be infected, he may be detained for such time and in such manner as may be reasonably necessary. For purposes of this subsection, the term “State” includes, in addition to the several States, only the District of Columbia.

 

(2) For purposes of this subsection, the term “qualifying stage”, with respect to a communicable disease, means that such disease—

 

(A) is in a communicable stage; or

 

(B) is in a precommunicable stage, if the disease would be likely to cause a public health emergency if transmitted to other individuals.

Judge Clay Jenkins – Ebola ‘incident commander’ knows more than he is saying

Last week I posted, Be very afraid of Ebola Judge Clay Jenkins – Obama’s handpicked hologram. The gist of it was that Judge Clay Jenkins is apparently “incident Commander” in the Dallas Ebola matter. He has been arrogantly running around on various media outlets with his smug indifference to any concern. The highlight was his statement that as a Christian nation we are called upon to open our hearts to the suffering African Nations. With the second case of Ebola, his smugness is gone as he realizes the tick tock is ticking on his meter after his exposure to the Ebola family. It turns out, he has a long history with the administration, and you can be sure he will be more than happy to pack us up and do the administration’s bidding. With the admission that the latest Ebola patient in Dallas WAS wearing FULL protective gear and experts having NO IDEA how she contracted Ebola, are the words of Judge Jenkins (and later on Dallas Mayor Mike Rawlings), signs that they know MUCH MORE about this Ebola outbreak in Texas then they’re telling us in words in the video below? By the end of this video, the doctor speaking is nearly pulled off of the stage…for speaking too much truth?

A Texas healthcare worker who provided care for Thomas Duncan, the first patient to be diagnosed with Ebola outside Africa, has tested positive for the deadly virus, officials have said.

The worker at Texas Health Presbyterian hospital in Dallas reported a low-grade fever on Friday night and was isolated and referred for testing, the state’s department of health services said. The preliminary test result was received late on Saturday.

The unnamed worker had provided care for Duncan, who died on Wednesday after being diagnosed with Ebola last month, while in the US.

Dr David Lakey, commissioner of the department of health services, said: “We knew a second case could be a reality, and we’ve been preparing for this possibility. We are broadening our team in Dallas and working with extreme diligence to prevent further spread.”

Health officials have interviewed the patient and are identifying any contacts or potential exposures. People who had contact with the healthcare worker after symptoms emerged will be monitored based on the nature of their interactions and the potential they were exposed to the virus, the department said.
